BioDr. Oscar Vigoa has been an executive leader in the Miami-Dade Police Department (MDPD) for over 33 years (having recently retired) and has been an adjunct professor for 11 years. Dr. Vigoa holds a Master's Degree in Public Administration from the University of Miami and a PhD in Global Perspectives and Leadership from Lynn University. Dr. Vigoa served in various executive roles throughout his career in the MDPD including: Assistant Director of Investigative Services, Assistant Director of Departmental Services, and South Operations Division Chief. During his time with MDPD he worked as a professor, consultant and advisor on homeland security perspectives and global viewpoints. He has also researched local and national terrorist groups and cells. In addition, he supported the intelligence community in preparation for anti-terrorism strategies for major events such as the Superbowl and Probowl. Dr. Vigoa worked in cooperation with the intelligence community and the federal government on homeland security issues and developed a new concept of citizens' watch for terrorist activities. His research focuses on homeland security strategies, global terrorism with a historical perspective, and crime. Additional expertise include: implications of terrorism funding, biological threats, and technological achievements. In addition to his teaching post, Dr. Vigoa works as a consultant in El Salvador with the United States State Department to promote community policing, enhanced leadership, homeland security, and best practices to reduce violent crime, organized crime and other law enforcement strategies. He has also done research and consulting in Panama, Honduras, Puerto Rico and Costa Rica.
